How to deal with stealth aircraft? This is a difficult problem facing many countries in the future. According to the suggestion of the Central Institute of Fluid and Aerodynamics, this technical verification aircraft applied a full-moving canard layout, thereby relaxing static stability, improving structural strength and improving lift coefficient and a series of new solutions. In 1989, the Mikoyan Design Bureau completed the design work of the full set of MFI drawings; then, the production of the first MFI began. The chief designer of the MFI fighter was Ladislav Belyakov; the chief designer was Grigory Sedov.

During this period, the Sukhoi Design Bureau was busy designing and manufacturing the Su-27 and had no ability to develop the next generation of fighter jets.

Unfortunately, the ill-fated Mikoyan Design Bureau was not able to complete the development of this fighter. The country was weak and could not even pay the soldiers' salaries, let alone develop fighters.
